Biographical Note

John Hayes (1854-1942) was born in Philadelphia the day after Christmas, December 26, 1854. He lived with his Irish immigrant parents in Philadelphia, Pennsylvania, until he moved to Illinois and worked briefly as a farm hand in 1871. Later that year he moved to Ohio and worked for a short period of time as a brakeman for the Dayton and Michigan Railroad. An unemployed Hayes moved back with his family who had resettled in New Brunswick, New Jersey. The following year (1872) Hayes obtained a position as a brakeman at the Pennsylvania Railroad in Trenton, New Jersey. In 1874 Hayes joined the Knights of Labor District Assembly #49 (New York City) and received an organizer’s commission from the Knights of Labor Grand Master Workman, Uriah Stephens. He worked on the railroad until he lost his right arm in a work related accident on May 28, 1878. He then worked as a telegrapher for the American Union Telegraph Company until he was fired for union activity after a failed 1883 strike.

Formed as a secret society with lengthy and obscure rituals, the Knights of Labor (originally the Holy Order of the Knights of Labor) grew slowly from its founding in 1869 until the early 1880s. The organization experienced a sudden and surprising growth in membership soon after eliminating its secret rituals in 1882. The growth was a response to the Order’s new openness as well as a series of successful national railroad strikes in the mid 1880s. The membership of the Knights swelled from a mere 71,000 in 1884 to over 700,000 in 1886. In the midst of this phenomenal growth Hayes, who had grown close to Grand Master Workman Terrence V. Powderly after losing his arm, was elected to the General Executive Board (1884) and then Secretary (1886) of the Knights of Labor. Two years later, in 1888, Powderly merged the Secretary and Treasurer jobs creating a single more powerful General Secretary-Treasurer position. With Powderly’s support, Hayes was elected to the new position.

As Hayes moved into the important position of General Secretary-Treasurer, the Knights of Labor membership and national importance declined rapidly. By 1890 the whirlwind of worker support had vanished and the Knights of Labor were just a shadow of what they had been just a few years earlier. By 1890 the Knights of Labor membership had dwindled to just 100,000. Meanwhile, the American Federation of Labor, founded in 1881 as the Federation of Organized Trades and Labor Unions, had replaced the Knights as the most important national labor organization in the country.

Hayes proved adroit at managing the volatile politics of the hastily disintegrating organization. He conspired with New York socialists, led by Daniel DeLeon, and mid west farmers, led by Iowan James Sovereign, to depose Powderly as the Grand Master Workman. This anti-Powderly faction then placed Sovereign as Grand Master Workman in 1893. In 1895 DeLeon led the socialist and most of the urban elements out of the Knights. After DeLeon left, the Knights returned to the ritual secrecy practiced during its early years. As the Knights became increasingly rural and farmer oriented it also became heavily attached to the populist uprising during the last decade of the 19th century. In 1892 both Powderly and Hayes were delegates to the Populist Party Convention in Omaha, Nebraska. In 1897 Henry Hicks replaced Sovereign as the Grand Master Workman. Hayes continued as General Secretary-Treasurer under Grand Master Workman Sovereign (1893-1897) and Hicks (1897-1902) and was elected Grand Master Workman in 1902, a position he maintained until the Knights of Labor closed its central offices in 1916.

Hayes was involved in a number of private business enterprises. In the 1870s he briefly owned a grocery store in New Brunswick, New Jersey. Hayes developed a process for manufacturing illuminating gas from soft coal (the Hayes Process) which was used by a number of cities in the late 1890s. His most successful business venture was a real estate development project, the North Chesapeake Beach Land and Improvement Company, that commenced in 1907 and was located in North Beach, Maryland. Hayes was president of the North Chesapeake Beach Land and Improvement Company when he died in North Beach in 1942 of cardiovascular disease. Hayes married Nellie Carlen in 1882.

Scope and Contents

The John Hayes Papers are divided into two series: Series 1, Knights of Labor; and Series 2, Personal Series. The Knights of Labor Series includes material primarily from 1886 to 1920, and covers most of Hayes’s long tenure as a official in the Knights’ national office.

Subseries 1.1 (Powderly Subseries) is comprised of correspondence from Terrence V. Powderly, Grand Master Workman, 1880(1886-1891)1894. This small subseries includes primarily letters to Hayes from Powderly. Powderly discusses matters such as General Executive Board politics, support of local and district assemblies, and financial concerns in the letters. Subseries 1.2 (Grand Master Workman Subseries) contains Hayes’s incoming and outgoing correspondence while Grand Master Workman of the Knights of Labor, 1902-1917. The topics discussed by Hayes focus on the general business of the Knights, including the relationship between the General Executive Board and the local and district assemblies. Subseries 1.3 (General Secretary-Treasurer Subseries) consists of correspondence from Hayes’s tenure as General Secretary-Treasurer, 1888-1902. Much of this correspondence relates to financial matters, such as the financial disposition of local and district assemblies as well as some judicial matters. Subseries 1.4 (Local Assemblies Subseries) comprises correspondence to and from local assemblies. This subseries is easily the largest portion (14.5 linear feet) of records in the collection. The vast majority of these records are from the 1890s, when Hayes was General-Secretary, but they occasionally date after 1902 when Hayes was Grand Master Workman. These records document the relationship between the General Executive Board and the locals. It includes materials, for example, on the conflict between Simon Burns of Local #300 and Hayes. Subseries 1.5 (District Assemblies Subseries) maintains the District Assemblies correspondence. This group of records is similar to the Local Assemblies Subseries, except that the correspondence is to and from the District Assemblies. The material is all from 1892-1902, when Hayes was General Secretary-Treasurer. It includes materials on topics such as a formal District Assembly #24 protest against General Executive Board decision in 1894. Letters to and from members makes up Suberies 1.6 (Membership Subseries). This group of correspondence dates from 1898-1900 and documents Hayes’s attempts to increase the membership of the Knights. Subseries 1.7 is the (Executive Board Subseries). It consists of a sporadic run of Knights of Labor Executive Board minutes, 1887-1906. Subseries 1.8 (Publications Subseries), assembles a small assortment of books and articles.

The Personal Series is divided into two subseries, a Chronological Suberies and an Alphabetical Subseries. Both subseries consist of similar materials. Most of the material is related to Hayes’s many business ventures, including his patent and financial difficulties. The Chronological Subseries dates from 1890-1898 and the Alphabetical Subseries dates from 1894(1901-1921).

Researchers should note that the John W. Hayes Papers were microfilmed along with the Terrence V. Powderly Papers in 1975. The current organization of the collection, as described in this finding aid, is different from that found in the Powderly/Hayes microfilm and described in the microfilm guide (Terrence Vincent Powderly Papers, 1864-1937 and John William Hayes Papers, 1880-1921, The Knights of Labor, ed., John A. Turcheneske, Jr., Microfilming Corporation of America, Glen Rock, New Jersey, 1975). Portions of the John W. Hayes Papers were damaged beyond repair prior to their transfer to Catholic University of America and thus are difficult to read.

Acquisition Information

The John W. Hayes Papers were transferred to the American Catholic History Research Center and University Archives in 1943, the year after Hayes died. Rita Schultz, John Hayes’s great-grand niece, made a small addition to the collection in 1980.

Detailed Description of the Collection

Series 1: Knights of Labor, 1880-1925 (41 boxes)
Subseries 1.1 contains correspondence with Knights of Labor Grand Master Workman, Terrence V. Powderly. It is primarily correspondence from Powderly to Hayes and covers topics related to the Knights, such as organizers, financial matters, strikes, boycotts, and problems in local and district Assemblies. At less than .5 linear feet, it is the smallest group of records in the collection. The records in this subseries are arranged chronologically.
Subseries 1.2 contains incoming and outgoing correspondence related to John Hayes’s position as Grand Master Workman of the Knights of Labor. Much of the correspondence is with other Knights national and local leaders. It often relates to the general business of the Knights, such as finances, problems in the district and local assemblies, and with local officials. The correspondence is arranged alphabetically. Letters to and from important leaders in Knights, such as Executive Board members, are identified by specific name at the end of each generic alphabetical run.
Subseries 1.3 contains incoming and outgoing correspondence related to John Hayes’s position as General Secretary-Treasurer of the Knights of Labor. Much of this material covers financial and General Executive Board policy matters as well as the status of individuals and local and district assemblies in the Knights. The correspondence is arranged alphabetically. Letters to and from important leaders in Knights, such as Executive Board members, are identified by specific name at the end of each generic alphabetical run.
Subseries 1.4 contains incoming and outgoing correspondence from officials and members of Knights of Labor local assemblies. The records are arranged in chronological order by the local assembly number and usually includes the geographic location of the local assembly. Many of the files are thin, containing just a few routine items. But a few locals, such as Local Assembly #40 and Local Assembly #300, have a substantial amount of correspondence documenting various problems and activities. Most of these locals are American assemblies, although there is a number of Canadian assemblies and one located in England and one in Luxemburg. These files are organized chronologically by local assembly number. Most locals are identified by location (usually city and state).
Subseries 1.5 contains incoming and outgoing correspondence from officials and members of Knights of Labor district assemblies make up this subseries. These records are similar to the Local Assemblies Subseries, except they derive from the District Assembly level. These records are often scant, but a few, such as District Assembly #190, document more activity. These files are organized chronologically by district assembly number. Most locals are identified by location (usually city and state).
Subseries 1.6 contains outgoing correspondence related specifically to Hayes’s attempt to increase the membership of the Knights and to get lapsed members to pay back dues in the last few years of the 1800s, while he was the General Secretary-Treasurer. The correspondence is organized alphabetically.
Subseries 1.7 contains of an incomplete run of Knights of Labor General Executive Board minutes. These records are organized chronologically.
Subseries 1.8 contains a small collection of books and articles, mostly related to the Knights or organized labor. It includes the proceedings from a lawsuit and its appeal between Simon Burns and the Knights, a copy of Organized Labor (written by United Mine Workers of America President John Mitchell), a couple of short Hayes authored articles, and a brief Hayes family history. These records are organized alphabetically.
